Harming existing jobs/industry for jobs that ‘COULD’ possibly materialize is very risky.

As the potential for good jobs and real profits emerge from the ‘green’ field, entrepreneurs, aka capitalists, will bring them to reality faster, cheaper, and better than any committee of congress, faster than a ‘green czar’, or any entity created by politicians. Furthermore, the only ones who will get hurt the capitalist way are those who decide to invest in an idea and fail, and that is ok. No innocents are harmed. No taxes are wasted on a bridge to green!

Be patient, ‘Green’ is a good sales pitch these days, and capitalists are already taking the lead, looking under every rock (Sorry to wake you) for good products. It is inevitable, just so long as government doesn’t send it all down the wrong track.
