Are you suggesting neither Article One, Section 8, nor the "War Powers Resolution" (arguendo, assuming it's "Constitutional") operate (or..."should operate") as check/balance upon the Executive (POTUS) concerning "warlike action" abroad, UNLESS that action involves placing service men/women "in harm's way" ? Thus, sending drones/robots (how about ICBMs) doesn't 'count' ? Is that your standard for judging actions of a POTUS in "upholding the Constitution" ? L.
