As for your...laborious research (for my/our benefit) ? Well, think I'll simply take your word for that as well, concerning those identified not being....arrested. On the other hand, assuming veracity of the facts you identify, I am a bit reluctant to simply accept your suggestion there was prompted no...investigation (interview, or otherwise) - sans identification of your....source. Care to provide that ?
Ya see, Mr. Nugent regaled with statements which were sufficient to trigger Secret Service "interest" (interview..investigation.. whatever). Yet, you provide anecdotal "research" identifying situations which resulted in persons ..."(n)ever arrested or questioned" (or, arrested for 'other' violation). I question the "or questioned" reference (inference of no..."investigation"), and invite your....clarification (with...attribution).
Well, there are scores of verifiable examples of individuals having had their "schedules" interrupted (by 'invitation' of the Secret Service), for having offered similar expression of opinion, as did Mr. Nugent. A number of those occurred during the first decade of this century (i.e., during Bush II administration). It really is...."an easy Google" ("threatening the president of the united states") - so u won't be required to 'dig'...too much.
If "arrest" is the lynchpin, since Nugent has not been arrested, your point is ? L.
