If the Alt Min was kept in the bill that 15% number would be relevant. Instead the credits and deduction are still in place and you'll still see companies like GE paying ZERO. Despite the claims of some that they "cleaned up the code", credits and deductions were actually ADDED in the final hours including things like additional credits for the craft beer and whiskey industry (presumably to bolster the "trickle down" theory that the public was expected to swallow).

Question: Why was the Alt Min that prevented corporation from gaming the tax system removed from the final bill? That would assure your scenario of "15% of many billions".
