Agression is not the only issue with leash laws.

Being a dog lover myself, I love it when people walk down the street and let their dogs run free along with them so they can come up to me unrestrained. And I like the occasional neighborhood socialite dog that goes house to house just to say hi.

But, dogs being dogs, they can be inclined to run off against their owners' orders. This can cause all kinds of dangerous situations. The dog can get hit by a vehicle and get injured or killed. And as a motorcyclist, the last thing I want is to be riding down the road and have a dog run out in front of me. That's liable to get me killed or injured, as well as the dog.

I've also seen many a dog that was non-aggressive toward humans go crazy when they spot a cat, and attack it. I'd be pretty ticked if there were a leash law and my cat got attacked by a loose dog.

There's also the issue of them urinating and defecating in places they may not supposed to be doing that in.

So, while it's a shame leash laws have to exist, there are many reasons for them to be enforced which go way beyond aggressive behavior.
