Just a slowdown. A recession is defined as 2 consecutive quarters of decline/negative growth the GDP (gross domestic product). Railroads are at full utilization, that is an indication that goods and cash are flowing through the economy.

I think the problems agencies are having are related to some recent high profile cases where people have been exposed.
